I grew up in Southern California in the 90s and 00s, during that time Halloween was very popular. Children enjoyed staying up late, eating candy, and watching scary movies. They dress up as monsters, ghosts and zombies, however by the 90s it was common to dress up as whatever character you liked. I was a “Power Ranger” (“Super Sentai” here in Japan) many times.
It was a big event in those days, the entire neighborhood would be involved, houses were decorated to look scary. The best part was going trick-or-treating, where children go door-to-door and ask people for candy with the phrase “Trick or treat!”.
Schools would be very involved too. Many times I recall dressing up for Halloween in school, many students would be too. You’d walk around school and see other students dressed as Super Mario or a Disney character. After school Halloween events were very common too.
Since the 2010s, there has been a huge decline in Halloween events. However, in the past couple of years, Halloween has made a small comeback. A few neighborhoods have worked together to make big community Halloween parties. I even dressed up for the first time in many years, I was Elvis Presley and my friends were Star Wars characters.
Halloween may have originally started as a celebration of the dead and Autumn harvest, but has since grown into a celebration of being whatever you wish to be for one day.

どうでしたか？！やはり本場アメリカではハロウィンの規模が違いますね☆
